Meeting Minutes from 15th RHHA Meeting – 11/09/2010

Don D – Minutes entered and approved. Motion, Second, Approved.

 

Carrie – Treasury Report

Gen Fund balance = $2874.51

missed last meeting, plus deposit of $800 of dues included in balance in the operating account.

Saving acct/pier fund balance is $2529.07, just had to pay recent 630 for atty fee, plus a $15 fee for minimum balance, since the bank changed hands.

That’s it right now.

 

Don d- while we’re on the money subject, dues = $800. We need a list of whose paid.

 

Greg W- I think money transactions need documentation, meaning invoices and receipts.

John L – What about a receipt with Carbons?

 

Pier Committee- Nothing has happened this month, Basically, I am still waiting for Ben to get back to me on the non-conforming use permit.

We need to get the note off the plat. He was going to give me a couple of names for drawing up a plat.

Don- I’d like them (the county) to tell me that they need a new plat.

They have it to start with.

 

Greg W- We should check with Macrone first. The drawing should be in a flat file somewhere. They should be able to provide it with minimal costs. We don’t want to have new surveys done by engineers.

 

Carrie – Joe said the county was down here. He had plans etc., he said he was planning on putting another pit down there plus 2 other structures, pedestal and a blower. He was looking at it and I don’t think that the county realized that the pier was even down there and that we use the path down there to get to the pier. Also, he mentioned all the water and wetness down there. They should start in Jan and finish up by Jun or July.

 

 

Don – Joe can you call public works and find out what it going on down there? Give em a call and try to get someone down here to with us to tell us what is going on down there. I’d like to meet with them, and have them come down here so that they actually see it for themselves.

 

Joe Z – I can do that.

 

Don- JOHN yer up.

 

John L – For those who weren’t at the last meeting, we voted quite a bit. It’s all in the minutes. What I would like to do at this meeting, is to just get some feedback over the rules on how we want to govern the pier. Do you want people carrying guns down there, smoking, hours of operation etc. Whatever we come up with at this meeting we’ll post online and then we can go from there.

 

JOE H- I looked at a couple of other communities with rules and regs.

 

Don- Kids wearing life jackets. That’s probably one that we should put in there.

 

John L- Child supervision with parental supervision.

 

JOE Z – I think we should be consistent with what the county requires.

 

John L – If something happens, They can hold RHHA liable.

 

Rita – I don’t think children under 10 years old should be down there with out parental supervision.

 

John L – If we put it in a s a rule, then we’re covered.

 

Rita – 10 year olds must be supervised. 12 and under are required to wear life jacket.

 

Greg W- we should post sign with rules and website address where all the rules will be posted.

 

John L- Motion, I want signatures from all the homeowners stating that they have read and acknowledge the rules.

 

MOTION and SECOND, VOTE – that once we get all the bys and covs with each homeowner’s read and are aware of the rules, bys and covs. Signatures will be required.

 

John L-

Hours of pier use?- not restricting hours, but we will enforce quite hours. 11pm-7am quiet hours. Consistent with County rules and regs.

Motion, Second, VOTE – Approved. 11pm-7am will be quiet hours., no retriction to access.

 

MOTION, SECOND, VOTE – CARRY in and CARRY OUT all trash, no trash to be left on premises. Motionm Second, Vote – ALL AYE- Approved.

 

NO FIREWORKS to be shot off the PIER or GROUNDs at ALL – Motion, Second, Vote- ALL in FAVOR.

 

ANIMALS- You have to clean up after your animals. It’s a county law. PLus we can further enforce that. NO human waste. Mandatory leash, and mandatory clean up after animals per county rules. Motion, Second, Vote – All in Favor.

 

smoking and alcohol, cigarette butts. – clean up after self.

 

Signs – no profanity or political signs on common areas. Any signs need to be approved if on shared prop.

 

Guests – Guests fall under the responsibility of the individual homeowner. All guests shall adhere to the RHHA rules and guidelines. Cars should not be parked in common areas except for loading and unloading. Motion, Second, Vote – APPROVED.

 

Don D- Human WASTE- No NUDITY on the pier. No nude DUDES.

 

Rita- should not pump potty over board, adhere to state and county rules. Adhere to all boating laws and marine laws.

 

WEAPONS – In accordance with local and state laws.

 

Lighting – We will have low lighting, piling lights. It maybe something on a timer. Passive lighting, this will be done by the pier committee.

 

Flammable liquids/chemicals – Need to be careful so that you don’t catch other’s boats on fire or burn down the whole pier. In accordance with local and state laws.

 

John L – FINES- If you can’t enforce the rules, what good are they?

 

Don – most of the rules are in accordance with county or local laws. Any fees, fines, or expenses, to enforce any of the RHHA rules will be the responsibility of the offending household, or the offending guest of a household. Example, towing fees. Majority vote will be required to vote on whether or not a problem needs to be addressed, fine be enforced, etc.

 

John L- To reiterate this is just for the pier, for the common areas.

 

Don D- We had a note in last month’s minutes about shrubs etc. We’ll table that until the Spring. Tabled.

 

DON D- Christmas Party! Where should it be? But the 14th isn’t good for Rita and Don, so it can’t be there on the 14th. NEW DATE is PROPOSED on the Friday17th at DON and RITA’s house 7pm. Everyone Bring what they want…..heavy hors’douvres. Coordinate with RITA so that there are no duplicates….She will keep it organized.

John L – I’m offering up my snow blower to everyone who may need it. I have a commercial Snow-blower. Give me a call if you need it.

 

DON D- Any new or old items to discuss.

Subsequent meeting will be Tuesday, January 11 at TBD.
