General Business:
Don – We’re in good shape. Let’s take care of general business….
We’ll get to the pier last.
Sign area – We need someone to clean it up a little, Trim Grassses etc. Joe Redsensky said he would do it sometime soon.
Any other old business we need to discuss?
Joanne had some XMas party expenses.
Kathy – Anyone sick of the generator? They are upgrading the fan system. Bob is peeved at the county. Neighbors agree.
Carrie – Is there someone who can talk to the county about fixing the asphalt up at the corner? It is getting torn up.
Don – We’ll get someone to call up to the county and see if they will take care of it.
PIER BUSINESS:
Don – Let’s move on to the pier issue.
History of the pier. for the benefit of those who don’t know….
Esttimate for pier from Gross at $11,350, ready to work on it and will get the permit.
DON – We need to vote on approval, and on funding.
This is all going to be completely voluntary, but we need to rasie monet to pay for the pier repairs.
There are couple of things in play….
Dues are $100 per year….if you would like, you can pay 5-10 years in advance to help us raise the funds. This does 2 things…it pays your dues for 10 years so you don’t have to worry about them and it pays for them at a fixed rate… and it gives up cash that we need.
If you sell you house, the remaining dues go with the house.
DON – There are a set number of slips….We will probably have one more when the job is done….but we have 4 total. There again, I would ask for people who would want a slip or already have a slip…. there WILL BE A SLIP FEE. I’m going to ask for people to, if they want a slip, to prepay 5-10 years….$1,500 – $3000 in bank. Again, if you prepaid, if you sell your house, you would get a refund. that would not transfer with the house…..the reasoning is that there might be a waiting list for the slip. But if you sell you house, you cannot keep a boat at the pier.
DON –
Discussion about the rebuild….
They are only going to rebuild the platform at the end….
Don – We can do the decking ourselves to fix the rest of the pier.
Carrrie – I’m concerned if everyone pay dues in advance and there is no incoming cash bc everyone paid dues in advance and it all went to the pier.
I think $300 is too low I’m going to throw out $50 per month $600 per year.
Loius – Is it worth putting up a license fee…in advance (a bond) and then pay a slip fee. But then pay slip fee, but get the license fee back when no longer using the slip…to be paid by next person in line for a slip. The Association would be responsible for this. [This should be called the RESERVE]
The slips would only be for homeowners. No renting them out to anyone. If you sell your house, you can no longer keep a boat there.
DON – We can merge to pier and general accounts.
6 people already put up $1,000 a piece. Those people voluntarily put up that money.
Carrie – I think that everyone who put $1,000 knew that there was a risk when they put up that money.
Loius – Let me get this straight. This is giving up on expanding the pier.
Don- The pier as it sits is going to stay that way. That is What you see is what you get.
Don – Most likely all those who want a slip are:
Greg Whitesell, Joe Zambrana, John Latuperissa, and Joe Herring
Don – Joe and Greg already have had their boats down there. The other slips need to be determined based on seniority. (For the record – Joe Redzensky and Johnny Messineo have stated that they are not interested in a slip, at least not right now)
MOTIONS PASSED BASED ON DISCUSSIONS (by voice vote of those present):
Pier Estimate from KD Gross to do pier ($11,350 repair in like kind)
1- Motion to hire Gross Marine Construction to do the work.
In favor – Motion – APPROVED -PASSED
Three motions to raise funds for purpose of the pier project
1 – Motion to approve a one time $2,000 license (RESERVE) fee that will be refunded when slip is returned to association by the association to the slip holder when they release the slip.
All approved – APPROVED
PASSED (This replaced a previous suggestion to allow advance payment of slip fees…yet is still allows funds to be raised)
2- Motion to set the annual slip fee of $300 per year in addition to holding a license.
ALL in FAVOR – APPROVED – PASSED
3- Motion to allow people to voluntarily pay for HOA annual dues in advance, undetermined duration. If homeowner moves out, then sell HOA prepayment of dues with house. (fixed price.) transfer prepaid HOA fees to new owner.
ALL in FAVOR – APPROVED
4- Smaller vessel tie up fees based on advance payment of monthly fee. Joe can be dockmaster. $25 per month for a small boat tied up on the side for more than 7 days must pay in advance, or the boat will be towed at the owners. Under 22 feet and shallow draft.
ALL APPROVED – YAYS – APPROVED – PASSED
5 – Motion to approve – If you are not in good standing with the association you cannot use a slip and your boat will be removed and halued to the nearest marina at the owner’s expense.—defining good standing as 3 months deliquent on slip fees or HOA dues.
ALL in FAVOR – APPROVED – PASSED
