Meeting Minutes from Officers meeting 12/1/2020


Attendees: Tom, Greg, Carrie, Jason

Meetings:

  • Target a community meeting in January. (virtual meeting)
    • Typically on the 2nd Tuesday of the month. 
    • That would be Tuesday Jan 12, 2021 at 7pm.  Let’s do it!
  • Planned officers election in July.

Property Issues:

  • Sign
    • There are some concerns with the community sign.  Possibly some rotting wood and other cosmetic issues.
    • Understanding is that the ground the sign is on is common property. 
    • Need to organize some time to clean it up / repair it.  Want to do it ourselves instead of having a 3rd party do it.  Allow us to focus money on the shed/gazebo.
    • If the sign is on HOA land, we can discuss and vote on it’s future at the Jan meeting. 
    • We should be able to address any cosmetic issues before the Jan meeting.
    • Need an understanding that any decisions about maintenance or changes to the sign area be a group.
  • Pier
    • We should consider removing the old boat lift from the pier.  Inoperable and sharp bits hanging off of it.
    • Floating pier
      • Belongs to Bob and Kathy
      • Question about whether it needs to be power washed, or if that would damage it
    • Need to replace the life ring.  It’s missing, probably during a storm
  • Gazebo
    • Needs to be reinforced
    • Needs work on the roof
    • Worth saving, keeping
    • Can be a neighborhood effort, don’t need to hire a 3rd party
  • Shed
    • Roof has been replaced
    • Shed needs to be painted, floor redone, 1 window replaced
  • Kayak rack
    • Would it make sense to put kayak racks inside the shed since it would be more secure, less liability.
    • Regardless of where it goes, there could be a small fee with a contract to rent a kayak rack slot.  Contract would waive liability to the HOA.
    • Due to size, it probably makes more sense to have it on the outside of the shed.
    • This is something we could build, but it would be after the shed is painted.

Pier

  • Most recent slip renter has been given a payment plan for use of a slip
    • $500 initial deposit
    • On a payment plan to complete payment plan for deposit by end of Q1 2021
  • Should think about swapping the outlet on the pier to a marine grade plug.  It would need to be a professional install.  We had an issue this year due to water coming up over the outlet.
  • Makes sense to add a second outlet on the other side of the pier if/when we do that.

Driveway

  • Should we call the county to come add some gravel to fill the washout on the driveway?
  • We can call, but there’s no way to guarantee they’ll be out any time soon.
  • The new house is adding 3 gutters facing the driveway which is going to make things worse.
  • We need a better solution to the washout, gravel is just a temporary fix.
  • Going to ask the county to inspect the new house’s gutters and make sure they’re compliant.
  • The current damage was caused by a blockage in Bob’s gutters that has been fixed, so that shouldn’t be an issue again.

Suggestions from neighbors

  • Mosquito control has been requested for the pier area. 
  • Future HOA meeting locations: Kiwanis club?
  • HOA funds should be invested somewhere to earn interest.
    • Current funding balances would not generate any significant interest.

Officers

  • Current covenants:
    • Each household has one vote on issues
    • Only homeowners listed on deed are eligible to be HOA officers
    • Only homeowners listed on deed are eligible to rent a pier slip
    • Household must be in good standing (dues, assessments, etc) for a homeowner to hold office
  • We want to try to re-establish a quarterly HOA meeting. 

Financials

  • There is a desire for more transparency with the financial information.
    • Previous method was via minutes from the HOA meetings.  Infrequent meetings is causing an issue with this.  We need to have more regular meetings to address this.
  • Questions about whether it would be good to have some sort of online payment system
    • Carrie is available by email/phone whenever anyone needs information
  • Question about whether we should have a separate pier account.

        • On a budget billing program
        • Billed a flat rate monthly
        • Catch-up bill around the 1st of the year

    • Do still have a number of houses in arears on payments
  • Carrie recommends moving $5000 from checking to savings.

Contact Info

  • Need to collect contact info for the entire neighborhood.  Our current list is outdated.
  • Need to find an address for Scott.  When Carrie sends him information, it usually comes back as undeliverable.

Covenants

  • Greg is going to try to look through old notes to find the new version of the covenants that were in development several years ago. 

Agenda for Jan meeting:

  • Approve minutes from this meeting (officers meeting)
  • Present financial report
  • Present list of issues discussed during officers meeting
    • Set priorities and decide what/how to address
  • Open conversation for any other suggestions
  • Election in summer

  1. Sorry we missed the meeting we got detained . I do agree there is a problem with the community driveway and run off. The drain between us and Mary has become a problem. Kathy has spoken to Mary and I think things will be better. There was a problem of leaves clogging the drain and causing water to overflow the drain and flow down our driveway into our garage and also overflow on to the community driveway causing the erosion. I don’t think Mary was aware at the time but has been much better about removing leaves from the drain.
