Home Owners Association Meeting 7pm 9/8/09

Don D- The whole process took about a half a day and $2….but now the pier is transferred back to us. The only reason why it costs $2 is because we got 2 copies of the platt. We made sure that everything with the title was clean, and went down to the courthouse and it was done. It went well and we have the deeds.

 

We have basically the same as Greg put out in the reminder notes and minutes. Lets have any additions or deletions to the minutes?. First and Second…into record.

 

Greg- Mary D. wanted to know if anyone else would be interested in having a community yard sale.

 

Don D- Just for the record we will be out of town for the next 6 weeks or so. On to treasury report.

 

Carrie Z – We filed for official recognition as an incorporated HA…..and now we have gotten on official checking account and transferred the funds over to that. The balance is…$2501.10. We have two expenditures….$262 for filing as corporation and an outstanding bill for $300 for State Farm Insurance.

 

Joe Z – I will go up there tomorrow and drop the check off.

 

Don- I told ray to go ahead and get the sign made. joe gave me a post the other day. All we got to do is get the sign and get together and see where you want to put it out there. So everyone who comes around the circle can see that it is private. Anyhow, ray is supposed to be talking to someone he knows in church or something…so it is in the process. If ray gets the sign….you guys can go ahead and put it up in the next week or two. We have to cut and trim around it…..so you may want to put it where the two stones are. I’d say dig a hole and maybe drill a hole through the bottom of the post and run a piece of rebar through it so that it doesn’t come back up. Just look at it and do what is appropriate.

 

Carrie Z—Also….I’m looking at the application for the tax exempt status…and it is a 29 page document. So I am in the process of looking through that.

 

Don D- Well I’m assuming were tax exempt because so far they haven’t assigned any taxes to us. Are there any objections to start a pier fund now. Can we put all this money into one account and keep two sets of books to separate the pier fund from the general fund?

 

Carrie Z- If you want to keep the expenses separately you can. I would recommend that the pier be a separate account.

 

Don D- If we need $400 for a pier permit or whatever, it would go back into the general fund later if we pull it from the general fund now.

 

(some jumbled discussion of the regulations for building a pier and the permit process—too many people talking and too fast for me to catch)

 

Don D- One thing, while we are on that subject, the third page, gives the department of environment phone number.

 

John L. – That’s not always required…but they will come down here free of charge when we are at that stage. We told them that we were going to have someone come down here and tell us what to do for $1500 and they said “why would you do that?” They’ll come down here and do that for free.

 

Don D- Since I’m not going to be around the 6-7 weeks. Sean sent us a drawing of what we have. And then we have our drawing. The pilings that we have are already outside of our quarter distance across the creek boundary.

 

John L- I think the key is to get someone out here from the county to give us a definitive answer without us speculating on everything. I don’t know anything for a fact….but I know that if we have a platt and a drawing they can come out and help us. That’s what they get paid for. You just get them to come out here and make an appointment and they’ll come out and tell us what we have to do. What we can or can’t do.

 

Don D- I don’t think we have a 15 foot easement that are shown on Sean’s drawing. I don’t think we have an easement.

 

Joe Z— I think we do……but the pier on the other side is right on the property line.

 

don D- We may have to modify our drawing to make it come back from the bevel so that we stay within our boundary, meaning the 25% across the creek boundary.

 

John L.—another thing don……the other group said that as soon as we get a drawing…they said that they could give us a very close estimate from cradle to the grave. They’ll give us a pretty close estimate to how much the whole thing will cost.

 

Don d- They were very good.

 

John L—I think it is good for someone to tell us how much it will cost. But I knows… we aren’t at a point where we can make a decision.

 

Don- From what I understand…if we can get 10 slips…..i think it will cost 25-30k.

 

Joann Fyanes- It needs to come down through the right channels before it can go through.

 

Don D- Next…who are we going to get to do the drawings……looking at Joann Fyanes.

 

Joann Fyanes—We’ll do it. We’ve done it. We know what we need…..15 copies of this….2 copies of that. We’ll do it. We’ll get it done with high tide low tide marks indicated. Well get all that done.

 

John L. – How are we going to make a drawing if we haven’t determined how many and how large the slips are that we need. I want to make sure that we have a consensus.

 

Don d- We were talking about 12 foot slips. The three pilings that we have are already outside our limit. I actually talked to Greg a little bit about this earlier. If you come down half way down the pier and put a couple of piles at the shallow end, we can add slips for runabouts. We want to get as many nice slips in the area that we have to work with that we can.

 

Mary- We want to make sure that all the boats of different sizes are accommodated. There are general sizes of boats….22, 27, 32, 36. We need to make sure the slips fit.

 

John L- So that brings up the questions…..if I have a bigger boat…..do I have to pay more?

Don d- we need to figure out how many people in this room want a slip. Who wants a slip? (about 4 raised there hands)

 

John L- The biggest question that I hearing from everyone is how much is all this going to cost? People need to know how much this is going to cost before they can decide.

 

(More general and jumbled talking about how much the pier will cost in the end, the value of slips, and whether or not people will be interested. Also, an estimation of how many households there are that may be interested in a slip, and whether or not the slips would be deeded to people)

 

Don D- your buddy said…..12 foot slips center to center.

 

John L- We can do two things parallel to each other…..we can get the drawings started at the same time that we get the county come out and look at it.

 

Don d- The county only want your to have a 200 sq ft t because of the shade created that affects the under growth. Once the county says you can do….then you can work within those limitations. You find out how much the county will let you do, then you figure out within those limitations how to best use the space.

 

John L—(looking in the permit instruction online) Here’s the limitations…….25% or ½ the distance to center line. or 300 ft out from mean high tide. We need to have the county to just come out and give us advice. We don’t need to have the permit application in progress to get the county to come out and give us advice.

 

Don D- Okay

 

Mary- Are you suggesting deed to slips. because not everyone wants one.

 

Joe R- Don…it’s not that nobody wants one. It’s that we don’t know how much it is going to cost.

 

Don d- There are several ways to get around the affordability. There’s no free slip. a $5k slip is a damn cheap slip.

 

Joann Fyanes- $5k, that’s like one year slip fee at a marina.

 

Louis- It is also a significant equity booster for your house. I would think that everyone would want that.

 

Don d- I don’t think we are going to be able to get 10 slips. That depends on the footage. 8-9 slips is what I’m thinking. This is pushing the max though. But they may come back and say that you can’t have that much footage. I think we have 11 houses that need slips. Don’t bring up how we are going to decide how many. The less slips we have, the more it is going to cost for each. The more slips there are, the lower the cost per share. But, that’s a future meeting.

 

Joe Red—Inside slips should be cheaper.

 

Don d- Well get started on the drawing and get the county to come out and look at it. That’s your guys job.

 

Rita—We need to get ray and get him to go ahead and get that sign up.

 

Don D- Insurance starts tomorrow. It will also cover the officers.

Rita – The covenants committee…..they are not done and they need some finessing.

 

Don d- by laws- we are in the process…they are a pain in the A—but we need them and they need to be official. Pier committee…..I think we’ve had enough discussion on that. I’ll be gone but will have access to my email and my cell phone. I’ll have Greg put whatever in an email to me and I can be involved and check anything. ……there was a county person out working with the county the other day and I asked them if they had anything to do with the road…and he said “no” that was utilities. I do have access to a bobcat…..if they county comes out and dumps stone on the road….we can grade it.

 

Don d- Bob was going to call the county.

 

Bob- I’ll give that guy a call. he’s a pretty nice guy.

 

Don D- Joe and I started trimming trees and we need to get 3-4 guys down to load up and clean up the brush that we started.

 

Joe Z- I’ll take care of that. I’ll get that stuff.

 

Don D- If we just announce that we are going to be doing it and for anyone who can to come out and help. I f two or three people show up, that’s not going to take long for the amount that needs to be done down there.

 

Joe Z- okay, I can take care of that.

 

Carrie Z- Is there any progress on the sign up front? (referring to the trees and sign at the entrance to the neighborhood)

 

Don- Okay—so you guys are going to figure out what your going to do first and then get started cleaning up that sign out front area. Can we have a plan?

 

John L- We need to go to the county and find out what the rules are for putting out signs for the home owner’s association. There are very strict rules for cutting down trees. Especially close to the water.

 

Mary- I think that they are one of the more attractive aspects of the neighborhood. I would like to have a say as to what happens to them.

 

(Some additional discussion on whether or not people like or dislike the trees, the anchor, and sign out front. Some discussion on painting the anchor…and someone said that could be Joe R’s job. Either black or white)

 

Don d- Next meeting date—October.

 

John L- I’ll have it at my house.

Is there anymore business to discuss? Well I think it will be a nominal fee—$25-50 per year. Dues will be determined later.

 

Johnny- (on the sign) It does need a new rope. Don do you have any rope?

 

Rita—-I don’t think he does. Maybe in the shed.

 

Carrie- We all need to sign the signature card again at Chevy Chase Bank. We need Don, John and me to sign a new card.

 

Don d- One more thing—Mary is here. Yard Sale!

Mary- Does anyone want to do a yard sale?

 

Loius- yes….I have 3 houses worth of stuff I want to sell.

 

Greg- I have some stuff that I could put in.

 

Mary – how about October 3rd, Saturday….the church up on the corner is having their flee market which will bring people into the neighborhood. I’ll check on the time. And stuff we don’t sell—can we organize a trip to the dump? Okay so maybe among us., maybe we can get a dump run in.

Penny Saver, Craig’s list. Call it an estate sale,,,,people come. Any one else interested in getting a sign made?

 

Joe R- You can go to the dollar store and get some real nice signs.

 

Rita- I make a motion the meeting to adjourn.
