Let\u2019s o it like Tuesday April April 20<sup>th, <\/sup>Don and Rita\u2019s house at 7pm.<\/p>\n<p>-Talk more about pier \u2013 Don , Joe, Greg<\/p>\n<p>-Bylaws \u2013 John Latuperissa<\/p>\n<p>-Yard Sale \u2013 Mary or Rita<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 Amendment to minutes: we want to add Joe Herring wants a slip. Just because the minutes indicated who we thought wanted a slip has no affect on who will or will not get a slip. Nothing to do with it.<\/p>\n<p>Motion to accept minute?<\/p>\n<p>Second. Yes. Okay they are done and gone.<\/p>\n<p>&nbsp;<\/p>\n<p>Another thing to add is that we will always have the next meeting information on the minutes.<\/p>\n<p>&nbsp;<\/p>\n<p>Carrie \u2013 Treasurer\u2019s Report \u2013We have a balance of 2374.51 after a $35 expense for the safe deposit box. It is tax time and we need to file taxes. I got a book form the county and I really don\u2019t know what to do with it. basically, I recommend that we talk to a tax person.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 I think we can talk to our tax person, Judd. he\u2019s reasonable and a good guy.<\/p>\n<p>&nbsp;<\/p>\n<p>Carrie\u2014we should probably talk to a few people. The Fed looks okay. I was able to decipher enough to find out that there is no filing fee for us. But this is income tax on the interest bearing account we are talking about. The filing fee for most corporations is $300. So it\u2019s good we don\u2019t have to pay that. But taxes are due on April 15<sup>th<\/sup>, but I prefer to get it done by the end of the month. We can file for an extension&#8230;.but that\u2019s only til June.<\/p>\n<p>&nbsp;<\/p>\n<p>Don- Judd may be able to check it out and it\u2019ll only take a few minutes.<\/p>\n<p>&nbsp;<\/p>\n<p>Carrie \u2013 The federal return is pretty simple and we can do it ourselves. It\u2019s just the State that I\u2019d want some help with, for the first year at least. And, I think that\u2019s it for the Treasurer\u2019s report.<\/p>\n<p>&nbsp;<\/p>\n<p>Don &#8211; What about the Tax Exempt Status?<\/p>\n<p>&nbsp;<\/p>\n<p>Carrie- We can\u2019t even do that until we file the bylaws and all.<\/p>\n<p>&nbsp;<\/p>\n<p>Rita \u2013 Carrie is not on the Bylaws committee and I think she should be.<\/p>\n<p>&nbsp;<\/p>\n<p>Don- John is supposed to be the chair of the bylaws committee&#8230;but I haven\u2019t seen him in a couple of months. We may need to push John to get something done. If he\u2019s going to do it, we\u2019ll get started on it. Otherwise we\u2019ll find out who will.<\/p>\n<p>&nbsp;<\/p>\n<p>Carrie \u2013 Don, here\u2019s the other Safe Deposit Key&#8230;.(Carrie hands Don the key,,,,Don accepts and puts it in his left pocket of his hunting patterned shirt.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 Do we have anything in the Safe Deposit box?<\/p>\n<p>&nbsp;<\/p>\n<p>Carrie \u2013 Not yet. I didn\u2019t want to put anything down there until you had a key. Now we can put the insurance policy, the deed, and then the original filing paper for the HOA as well.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 I think that takes care of most of our biz except the pier. I don\u2019t think we have any other stuff&#8230;Oh except the Spring Yard Sale. We need to get a chair-person for the yard sale. We need to coordinate it with the church up the street. It\u2019ll be in May sometime. Is there anyone who wants to spearhead.<\/p>\n<p>&nbsp;<\/p>\n<p>Rita \u2013 I\u2019ll call Mary and see if she wants to do it&#8230;..and if she doesn\u2019t want to do it I\u2019ll do it.<\/p>\n<p>&nbsp;<\/p>\n<p>Don- Okay \u2013 the yard sale will be a go, but we have to find out when.<\/p>\n<p>&nbsp;<\/p>\n<p>Carrie \u2013 What about the road?<\/p>\n<p>&nbsp;<\/p>\n<p>Joe \u2013 I\u2019ll call the county and tell them that they destroyed it and get them out here to fix it.<\/p>\n<p>&nbsp;<\/p>\n<p>Don- Anything else before we get on to the pier stuff?<\/p>\n<p>&nbsp;<\/p>\n<p>Carrie \u2013 I was going to ask about the sign out front and the bushes<\/p>\n<p>&nbsp;<\/p>\n<p>Greg \u2013 Mary mentioned that she\u2019d take care of the broken branch.<\/p>\n<p>&nbsp;<\/p>\n<p>Joe Z \u2013 I\u2019ll take care of the broken branch.<\/p>\n<p>&nbsp;<\/p>\n<p>Don- After last year, I think we decided to keep the pruned and not necessarily replace everything.<\/p>\n<p>&nbsp;<\/p>\n<p>Ray \u2013 I can paint the anchor if you want. My nephew has this stuff that is frame paint.<\/p>\n<p>&nbsp;<\/p>\n<p>Rita \u2013 I\u2019ve used it but it\u2019s not that great.<\/p>\n<p>&nbsp;<\/p>\n<p>Ray \u2013 okay Rust is fine with me. It\u2019s nostalgic looking.<\/p>\n<p>&nbsp;<\/p>\n<p>Don- Before we gone. The sign committee&#8230;.the bushes. John M. , Kathy M. Joe R. When do we want to do this? Lets say by the end of the month. Before Easter. Is that okay? You know&#8230;do a Saturday or something&#8230;..I think 3 hours would be way more than you need as far as time is concerned. Who\u2019s going to be the spearhead person on that? Bob how about Kathy?<\/p>\n<p>&nbsp;<\/p>\n<p>Bob- Okay.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 Anything else.<\/p>\n<p>&nbsp;<\/p>\n<p>Ray \u2013 My nephew\u2019s friend has a pile driving business. I said all we want is poles and stringers&#8230;.and we can probably get a really good deal.<\/p>\n<p>&nbsp;<\/p>\n<p>Don- We don\u2019t have anyone yet. We were going to wait until we get plans and permits. No one is going to talk price until you know what you\u2019re going to get. Once they are approved&#8230;you can show them this is what we want and then get a price. We can talk to him now. But it makes more sense to do it a little later. It\u2019s fine if he wants to come down and talk to us. But he can\u2019t do anything until we have the drawings.<\/p>\n<p>&nbsp;<\/p>\n<p>Mike \u2013 Do we have a time frame on the pier?<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 I\u2019m thinking that maybe we can have it done by September&#8230;or at least the permit.<\/p>\n<p>&nbsp;<\/p>\n<p>Mike \u2013 Could we do something to help fix the pier between now and then? If we put something there it would be a good idea. I have a bunch of wood and decking that I just pulled up working on the back of my house. We could use that.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 About the pier. Joe and Greg went up last month and talked to the county. We need 2 variances just to do it. We are commercial&#8230;..not residential&#8230;because there is more than one person on the pier. The good news is that we have 15 homes in the critical, which limits us to 15 slips. We are also limited by space. We are also limited to a rule that says we need 30,000 sq feet to build&#8230;. so we need a variance for that. Also, the setback is 25 feed for commercial. That may cost us a slip or two.<\/p>\n<p>&nbsp;<\/p>\n<p>Mike &amp; Don \u2013 talking to don about where the slips and piling are located and what is proposed for the pier. My boat is 12 and a half wide so I wouldn\u2019t fit in that slip. How far out seaward do they go? (past the 25% line). Where do these piling come out? (40 feet) (just some catch up information and datails&#8230;..too fast for me to catch)<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 I have another drawing that makes a dogleg. If we have a problem, We\u2019re going to go ahead and get the variance and special exception to get started. Water and Electric is something that we want to get in eventually. We\u2019ll deal with that next year.<\/p>\n<p>&nbsp;<\/p>\n<p>Mike &#8211; Is there an option between now and then to maybe put a water tank down there with a pump? I\u2019d be happy to buy something like that if people would help to fill it up every once in a while?<\/p>\n<p>&nbsp;<\/p>\n<p>Ray \u2013 You can get water from the county for 11 cents for a thousand gallons of water?<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 We\u2019ll deal with water next year.<\/p>\n<p>&nbsp;<\/p>\n<p>Ray \u2013 We have 3 lights that we got from an old pier.<\/p>\n<p>&nbsp;<\/p>\n<p>Mike \u2013 Will there be enough power to power all the shore power needed?<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 Yeah- 30 amp service with pods etc. yes there will be adequate electric.<\/p>\n<p>That\u2019ll be done when they build it.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 Lets get into the ownership issue regarding individual slips. I woke up one night and realized that the association is going to own the slips and the residents will lease them from the HOA. My thoughts are $300 per year for a slip. (guestimate) People who want to initially lease the slips for 10-20 years can do it&#8230;..which will be transferable to the new owners if a house sells. That way we can get the money to build a pier. $300 per year for 20 years you\u2019ve got 6,000. If someone want to lease later or on a year to year basis&#8230;..the price will go up&#8230;..say $375 or something like that. The people who put the whole money up front paid lump sum&#8230;they\u2019ll loose their interest on that money. So it makes sense to give them a lower rate.<\/p>\n<p>&nbsp;<\/p>\n<p>Mike \u2013 What about if you want a second slip?<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 That\u2019s fine on a year-to-year basis. That\u2019s my solution to the money problem. But how do we figure out who gets a slip? The people who put the longest lease bid in, get the slip. It\u2019s going to go to the guys who put up the most money. These things we can deal with. (Nothing is set in stone, but this is Don\u2019s proposed solution&#8230;details can be worked out along the way)<\/p>\n<p>&nbsp;<\/p>\n<p>Bob \u2013 I\u2019ve got galvanized metal for piling caps. And I\u2019ve got a pole for electric down at the shop. I can get my guys to come and deliver them.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 Good, because I\u2019ve been pricing piling caps and they are between 14-18 per piling. We can go ahead and start on installing the piling caps next week.<\/p>\n<p>&nbsp;<\/p>\n<p>Bob- I\u2019ll go ahead and bring it out here. I also have electric snips.<\/p>\n<p>&nbsp;<\/p>\n<p>Don- Joe, you had a couple of comments about this lease deal. If there\u2019s someone in the community who wants a slip and is waiting would be able to get some priority,<\/p>\n<p>&nbsp;<\/p>\n<p>Mike \u2013 Maybe there should be some sort of transfer fee that they have to invest at the time when they move. If I have a 20 year lease. but I move in 2 years. Then we have a transfer fee to show that transfer of the remaining 18 years.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 We\u2019re going to need some money shortly. Do we need to put all the money in at one time? Maybe we can put up 25% in advance on a 20 year lease. But the slips aren\u2019t built yet. So the rest would come after the pier is built or at least started. We have something like $2200-$2300 dollars which will be due for paper work already. Variance $180, special exception $1200, Permit Fee $750&#8230;&#8230;.Next step is to go up to the county on Thursday. We have to get bunches of paper work together with bunches of copies of that paperwork.<\/p>\n<p>&nbsp;<\/p>\n<p>Joe \u2013 I found out who owns the lot bedside the pier. She lives in Hyattesville. She has almost an acre of land. That path through the property is not a right-of-way.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 Our problem is going to be the 25% across the creek. When we try to put those pilings out 10 feet, it will be a problem. The other problem is going to be the 25-foot set back on Bob\u2019s side. We can finagle the pier a couple of feet.<\/p>\n<p>&nbsp;<\/p>\n<p>Don &#8211; Like I said this was an information disbursement meeting. As Greg said it is a brain storming meeting.<\/p>\n<p>&nbsp;<\/p>\n<p>Tally of who would most likely want a long term lease and be able to put money up upfront: Mike Scruggs, Greg Whitesell, Don Dunbar, Joe Zambrana (maybe), John Latuperissa (?), Joe Herring (?). And possibly others.<\/p>\n<p>&nbsp;<\/p>\n<p>Carrie- I have concerns about the lease. I understand the lease transfer. But I have concerns about a resident on a waiting list. I think everything needs to be spelled out.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 If someone else in the neighbor hood is waiting? We may not have that problem.<\/p>\n<p>Unless someone has a better Idea&#8230;that\u2019s what I thought of. There are some concerns. but we need to have some flexibility so if there\u2019s a dispute, maybe a grievance committee. If we have 10 people that want slips and only 9 slips, then we have a problem. That\u2019s why I said that just because people\u2019s names might not have been on slips, doesn\u2019t mean that someone\u2019s not going to get one.<\/p>\n<p>&nbsp;<\/p>\n<p>Mike \u2013 What if you took a long lease and wanted to sell your right, or a transfer to another party.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 Yes you should be able to do that. The first people that buy in get the best price.<\/p>\n<p>We have to have some kind of maintenance fee to cover costs and maintenance. We want electric. We want water. It may need to be non-potable. Everything we are looking at is workable.<\/p>\n<p>&nbsp;<\/p>\n<p>Carrie \u2013 I think we need to put the details down on paper.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 I need to get with John and get the bylaws. We are working on the working rules for the pier right now. They are in the works. We\u2019ll figure it out. but right now we are on the right track.<\/p>\n<p>&nbsp;<\/p>\n<p>Don \u2013 Meeting for next month.
